Stock Outboard rule change notification #1 11-25-18
Lead boat on the final lap –
CURRENT RULE: SRR 4.7 A legally started heat cannot be cancelled. In the event that a stoppage of a heat is necessary and the lead boat is on the final lap, the order of finish shall be determined by the order of the previous lap. The driver or drivers responsible for the stoppage of the heat will not be scored. If the lead boat is not on the final lap, the heat must be restarted and cannot be cancelled unless there are no legal starters.
NEW RULE: In the event that a stoppage of a heat is necessary and the lead boat is on the final lap, the order of finish shall be determined by the order of the previous lap. The driver or drivers responsible for the stoppage of the heat will not be scored. If the lead boat is not on the final lap, the heat must be restarted. This rule does not apply at championship races, where all heats (including qualifying heats) must be run to their full number of laps as published on the circular.
EXPLANATION OF THE ABOVE: THIS IS FOR ALL CLOSED COURSE CHAMPIONSHIP RACES WHICH INCLUDES OUR DIVISIONALS, NORTH AMERICAN, EASTERN, WESTERN AND NATIONAL CHAMPIONSHIP.
Stock Outboard rule change notification #2 12-1-18
#1 Fred Miller Award – This perpetual trophy will be awarded each year at the marathon nationals. Prior to the race, all Stock Outboard classes that are participating will be entered into a lottery. One class will be chosen. The national champion in that class will take home the trophy for the year. The trophy was won originally by Fred in the 1959 Winnebago Marathon.
#2 Date security – RR 18.1.v This was an old rule that is no longer used that referred to date security when our national meetings were in November each year.
#3 Competition Committee (formerly known as parity committees) – RR 16.9 This rule was removed due to changes in our rule structure last year. Now, the SORC is the competition committee.
#4 Trailing edge – A definition for this term has been approved and will be added to the glossary of terms in the back of our racing rules. The term is defined as: The trailing edge of the bottom of the boat is defined as the aft most end of the bottom, or in the case of a discontinuous trailing edge, the trailing edge is defined as a straight line connecting the aft most point on the starboard side bottom to the aft most point on the port side bottom. This straight line occurs on the main structural wetted surface between the air traps.
#2 Nationals Bids –
NEW RULE: (to be added to RR 18.1)
Bids for the Stock Outboard Summer Closed Course and Marathon National Championships must be received by November 30th prior to the national meeting in which they are approved. This rule may be waived in the event where a conducting club must remove their bid and a new location is needed. In the event where the conducting club must remove their bid, that club will receive the first opportunity to bid for a new location. If the conducting club decides to give up their bid, the bidding process will be reopened.
Stock Outboard rule change notification #3 12-10-18
#1 Rookie of the Year Award –
CURRENT RULE: Is awarded to the new driver selected by the SORC for the accomplishments in their first season. A new driver will be defined as one who has never before participated in a APBA race with a full racing membership and who started his or her full membership racing career in the year in which the award is achieved.
NEW RULE:Is awarded to the new driver selected by the SORC for the accomplishments in their first FULL season. THIS AWARD WILL BE BASED ON THE SEASON IN WHICH THE NEW DRIVER HAS REMOVED HIS OR HER ROOKIE STRIPES AFTER THE COMPLETION OF THEIR FIRST TEN RACES.
Stock Outboard rule change notification #4 12-17-18
#1 – Recommended
CURRENT RECOMMENDATIONS:
The following are items which are currently recommended in our Stock Outboard rules, but which are not rules:
1) SR 1.1. It is recommended that one person in each rescue boat be an emergency medical technician (EMT).
2) SR 2.4. Helmet restraints are recommended for use in Stock Outboard racing.
3) SR 2.8. It is recommended that gear cases be maintained and contoured, if necessary, within class technical specifications.
4) SR 2.15. It is recommended that cockpit sides should be reinforced.
5) SR 5.2. It is recommended that the referee or inspector require any boat that has flipped or was involved in an accident be re-inspected for safety before competition in that boat.
6) RR 5.1. It is recommended that there be a minimum of four turn markers in each turn.
7) RR 6.2. In addition to vertical numbers and letters, it is recommended that hydroplanes have deck numbers and letters.
PROPOSAL: Remove all recommendations from our rules as they are not rules.
This proposal has been approved.
#2 Yamato Model 321 Spray Shields –
NEW RULE:
1) The Model 321 spray shield may have one hole on the starboard side for access to the carburetor.
2) This hole may not be larger than 1-3/8".
3) Painting of the shield is now permitted.
4) This is for all Yamato classes, including 300SSH.
This proposal has been approved.
Stock Outboard rule change notification #5 12-24-18
#1 – Divisional qualifiers - Our divisionals will no longer forward qualifiers to the summer national championship. All other rules still exist, including double points.
#2 – HOC – A member can only use the 300SSH class points to enter the hall twice. This rule is retroactive.
#3 – Divisional minimum – The SORC has voted to raise the minimum number of four starters to receive double points. In the next ballot, the SORC will vote on raising the minimum entries needed to 6 or to 8.
#4 – Banquet promotion - Our category will donate $600.00 towards the Friday night awards banquet at the national meeting in Orlando.
